Comal County commissioners will consider accepting repairs at Vogel Dam, a $44,320 donated roof for Jumbo Evans Sports Park, two lot-reconfiguration actions, two private-road names and 2026 budget transfers on Sept. 10.
Residents can comment in person before the court considers property, road, recreation, flood-control and county-budget decisions affecting several parts of Comal County.
The posted agenda contains 20 proposed open-session action items, followed by a closed-session notice. The Sept. 10 agenda establishes proposals, not outcomes; the votes and any amendments will require a post-meeting update.
Lots, Street Names and Development Bonds
A public hearing will take comments on an application to cancel Lots 239 and 240 of Stallion Springs Unit 2. After the hearing, commissioners will consider Order 571, which would cancel the two subdivision lots and authorize the owners to file an instrument reestablishing the property as acreage.
Commissioners will consider combining Lots 4 and 5 in Spring Branch Estates Unit 1, Block 3, into Lot 4R. The County Engineer’s Office says the required documents were submitted and the amendment meets its requirements for final approval.
Commissioners will consider naming a private road near Watson Lane East and Soechting Road Sherlock Circle. Bexar Metro 9-1-1 reported no conflict for that name and said the approval remains reserved through Aug. 26, 2034.
Commissioners will consider acknowledging completed earthwork, site work, water and wastewater construction in Mayfair North Ransom Commercial and Mayfair South Ransom Commercial and releasing two construction bonds. Earlier Comal.News reporting examined a separate Mayfair construction bond and its two-year warranty period.
Commissioners will consider Russell Road for a private road in the 1400 block of Cypress Cove Road, although the attached 9-1-1 review spells the approved option Russel Road. Comal.News previously detailed that one-letter discrepancy and the requirement that altered spellings be reviewed again.
Vogel Dam and a Donated Park Roof
Commissioners will consider accepting completed improvements at Vogel Dam and releasing the associated surety. Kimley-Horn reported that the work generally appeared complete and suitable for county acceptance after an Aug. 11 inspection; the Comal-Guadalupe Soil and Water Conservation District separately said it found the repairs acceptable after a field review.
Commissioners will consider accepting Strong Roofing Texas’ donation of a $44,320 replacement roof for the Bulverde Youth Soccer Association concession stand at Jumbo Evans Sports Park. The proposal covers removal of the existing roof, a standing-seam metal replacement and an estimated six to eight working days of construction, with no payment due from the county.
The proposed county agreement would require Strong Roofing Texas to prepare plans, manage and inspect construction, and provide a one-year materials warranty. The contractor’s separate estimate describes a five-year leak-and-workmanship warranty and a 40-year manufacturer warranty for the metal.
Taxes, Liens, School History and County Property
Commissioners will consider accepting an August tax report that lists $470,475.45 in total payments and 98.88% of the 2025 levy collected. The report compares that collection rate with 98.61% for the prior collection year.
Commissioners will consider releasing a $9,994.38 public-improvement-district lien on Lot 52 in Vintage Oaks at the Vineyard Unit 24 after the document says the property owners paid the assessment. The property is in The Grove Public Improvement District, whose annual service-plan update received county approval in August.
Commissioners will consider a $15,000 contract with HHM & Associates for a National Register nomination for Church Hill School. The proposed schedule begins with a Sept. 18 notice to proceed and extends through September 2028; Comal.News has examined both the current contract and the earlier grant supporting the nomination.
Commissioners will consider an order authorizing an exchange of county-owned property at 1345 Sattler Road. They will also consider awarding the county’s RFQ 2026-570 contract for executive-recruitment services.
Three Transfers Inside the 2026 Budget
Commissioners will consider transferring $2,593 from election voting supplies to software support for the STAR ballot-by-mail application. The request describes the transfer as payment for annual support and maintenance.
Commissioners will consider moving $312 from continuing education and travel to the Precinct 2 justice court’s copier lease and maintenance account. Commissioners will consider moving $400 from the Precinct 3 justice court’s interpreter account to continuing education and travel for the rest of 2026.
Recognition, Public Comment and Closed Session
Commissioners will consider accepting a donation to the Sheriff’s Office from the Canyon Lake Chamber of Commerce Serve & Protect Fundraiser. The agenda also includes proposed proclamations recognizing September as National Recovery Month and Hunger Action Month in Comal County. The proposed Hunger Action Month proclamation identifies six Comal County food pantries and urges volunteerism, advocacy and donations.
The closed-session notice permits discussion of real property, economic-development negotiations and legal matters. It specifically lists legal advice about operating Canyon Lake boat ramps with the Water Oriented Recreation District and the U.S. Army Corps of Engineers; earlier county records show a 2021 ramp-rules workshop ended without action.
The court is scheduled to meet at 8:30 a.m. Thursday, Sept. 10, in the Commissioners Courtroom at 100 Main Plaza in New Braunfels; public comments are limited to three minutes per person.
