Schertz would extend its Guadalupe County EMS agreement through Sept. 30, 2028, with proposed total payments of $1,484,904.61 in fiscal 2027 and $1,633,395.07 in fiscal 2028. Amendment 1 remains subject to City Council action.
The proposal would keep Schertz EMS in western Guadalupe County and would direct $494,851.81 to Schertz in fiscal 2027 and $544,337 in fiscal 2028, while partner agencies receive the balance. Adding the two proposed Schertz shares produces a two-year city total of $1,039,188.81.
The current agreement runs from Oct. 1, 2023 through Sept. 30, 2026, sets a $1,020,728.38 annual payment and allows a medical-care CPI adjustment capped at 10%. The renewal language calls for additional two-year terms unless either government gives written notice to end the arrangement.
Under that agreement, Schertz EMS responds in unincorporated Guadalupe County on a next-available-ambulance basis. The contract calls for at least 13 ambulances positioned in or around the county, an effort to maintain a 13-minute average monthly response time and monthly reports covering calls, transports and response times.
City staff describes the fiscal 2027 amount as a 15% increase and the fiscal 2028 amount as another 10% increase. The council memorandum attributes the proposed increases to anticipated operating-budget shortfalls and says Schertz would distribute the balance among Seguin, San Marcos, Caldwell County Emergency Services District No. 5 and Wilson County Emergency Services District No. 3.
The Decision Ahead
The Schertz City Council is scheduled to consider Resolution 26-R-096 at 6 p.m. Sept. 15; approval would authorize the city manager to execute the amendment. The item is on the consent agenda, where council may act on several items in one motion unless the mayor or a council member requests separate discussion.
