Public Use zoning allows park uses on the tract and places future development under Schertz’s site-design requirements. The city packet identifies the property as Comal County parcel 56613, about 900 feet northwest of FM 482 and Schwab Road.
Before the vote, the city-owned site was undeveloped, outside Schertz city limits and in the city’s extraterritorial jurisdiction. The recorded actions complete the annexation and zoning steps described in Comal.News’ earlier park preview.
Four opposition responses preceded the vote
Planning staff mailed 14 notices to property owners within 200 feet and recorded four opposition responses. The Planning and Zoning Commission recommended approval 6-1 after a hearing where the packet documented concerns about flooding, construction in the floodplain, maintenance, traffic and vehicle lights near parking areas.
The city presentation describes the intended use as a park and trail and connects the project to Schertz’s parks plan and the Great Springs Project trail system. It also identifies the tract as city-owned and says Schertz purchased it in 2023.
The presentation lists parks among the uses allowed in the Public Use district, along with a 70% maximum impervious-coverage standard and setbacks beside residential property. Those standards apply to later design review.
Design and funding come next
Any new development on the tract must meet the site design requirements listed in Article 9 of the Unified Development Code.
