NBISD proposal assigns district 75% of city school officer costs

NBISD’s proposed city deal would charge the district for 75% of direct school officer costs and all approved school-duty overtime. Trustees consider it Nov. 9; the district’s budget does not establish the final bill.

NBISD has budgeted $1.8 million for school officers, but its proposed city deal would settle the actual bill through quarterly cost sharing.

Under the proposal, NBISD would pay 75% of the city’s direct school officer costs, and New Braunfels would carry the remaining 25% of those costs. NBISD would also pay all approved school-duty overtime. The city’s quarter-share of direct costs does not apply to that overtime.

Trustees are scheduled to consider the agreement on Nov. 9. The board letter calls the school officer budget a recurring general-fund expense. The proposed terms do not establish the final billed cost.

The budget and the bill are different numbers

The proposed payment formula covers city salary, benefits, supplies, training, equipment, vehicles and contract services as direct costs. Authorized school-duty overtime has a separate billing share. The table shows a budget amount and two billing shares, which cannot be added together.

The budget is not an invoice total. Direct costs and overtime have different billing bases.

The city would send itemized quarterly invoices within 30 days after each quarter, and NBISD would pay within 30 days of receipt. Timesheets and a vehicle-and-equipment amortization schedule would accompany the bills. Those records would show what the city charged and what the district paid.

What the payments would buy

City officers would remain New Braunfels employees under the police chief. The regular school-year service window would begin one week before instruction and end one week after dismissal, with 40 hours a week per officer reduced by leave, training, court duty and emergencies. The city would make reasonable efforts to provide a substitute when an assigned officer is unavailable.

The agreement excludes duties outside the service area and after-hours events from regular SRO service. Both a police supervisor and the district superintendent or designee would have to approve school-duty overtime before it is performed. The proposed agreement would run from Nov. 9, 2026, through June 30, 2029.

The next number to watch

Trustees’ Nov. 9 decision would determine whether the district accepts these terms. An executed agreement, staffed campus assignments and the first quarterly invoice would then show the coverage delivered and the actual division of costs. Readers can inspect the proposed agreement’s payment and service provisions now, and compare them with those later records.
