A certified birth certificate from the Comal County Clerk costs $23 per copy for a qualified applicant.

The clerk’s current fee schedule lists that amount for a certified birth certificate; its instructions explain who may receive one. Start with the county’s birth-certificate application, which asks for the person’s birth details, your relationship to that person and your purpose for requesting the record.

From the source record

County instructionsWho may request a certified copy
A Properly Qualified Applicant is the registrant, or immediate family member either by blood, marriage or adoption, his or her guardian, or his or her legal agent or representative

The clerk’s birth-certificate instructions describe who may request a certified copy.

The clerk says birth records are closed for 75 years from the date of birth, so a certified copy of a restricted record goes only to a qualified applicant. Its instructions name the person on the record, an immediate family member, a guardian, or a legal agent or representative. The instructions specify children, a spouse, parents, siblings and grandparents within their immediate-family definition.

What to prepare

Use the clerk’s application and instructions together. The form calls for identifying information about the birth and the requester; the instruction sheet calls for a current, valid government-issued photo ID. The requirements below concern requests to the Comal County Clerk, whose application identifies Texas as the state of birth. They do not establish the procedures of another county or state.

The application and instruction sheet differ on what proof of identity to enclose with a mailed request.

On the application, enter the full name on the record, date and place of birth, parents’ names, your contact information, relationship to the person and purpose for obtaining the record. The form also asks whether the record will be used for a passport, immigration or the Indian Registry. Sign and date it. Its fee boxes allow you to state the number of certified copies requested.

Check the ID rule before mailing

Two county documents revised April 18, 2022, give different directions for mail requests. The instruction sheet says to include a copy of a valid government-issued photo ID. The application says mailed requests must include original notarized proof of identity and also says to attach a photocopy of valid identification. Before sending your application, confirm directly with the clerk which materials it currently requires; the 2025 fee schedule confirms the price, not the mail-ID procedure.

Where to send it and what to check next

The clerk directs mailed requests to its Vital Statistics office at 150 N. Seguin, Suite 1037, New Braunfels, TX 78130. Address the envelope to Comal County Clerk, Attn: Vital Statistics. The application lists 830-221-1230, ext. 1126, for fee verification; use that number to confirm the current mail-ID requirement before sending identification documents or payment. The form says search fees are nonrefundable even when the requested record is not located.

If you do not meet the qualifications for a certified copy, the instructions describe a different product: a $10 verification of birth facts containing the name and date of the event. It is not described as a certified birth certificate. The county’s clerk forms page provides both the birth instructions and the application, so check those documents when you are ready to apply and ask the clerk about any requirement that affects your request.
