Residents face proposed decisions affecting city spending, property taxes, drought surcharges, school-area parking, road fees, transit, zoning and sewer easement authority. File 26-1058 separately asks council to ratify $1,649,487, or 3.2%, more property-tax revenue than the previous year.
The council meeting is scheduled for 6 p.m. Monday, Sept. 14, in City Hall Council Chambers at 550 Landa St. The agenda permits in-person public comment and says digital presentation files must be uploaded at least two hours before the meeting; requests for disability-related aids or services should be made at least two workdays ahead.
Final budget and tax-rate readings
File 26-1055 proposes a second and final reading of an approximately $387.2 million FY 2027 budget. The proposed budget projects about $118.5 million in General Fund revenue and $120.1 million in General Fund spending, alongside staffing, compensation, infrastructure and service initiatives. File 26-1063 proposes a second reading of a $0.415613-per-$100 tax rate, split between $0.221692 for operations and $0.193921 for debt service. Water rules, housing relief and road fees
File 26-1076 proposes a first reading of amendments to city water-conservation and drought provisions. The draft would revise residential and landscape-irrigation drought surcharges, stage designations, triggers and definitions. New Braunfels Utilities trustees recommended amendments in February; council approval Monday would still be a first reading, not final adoption.
File 26-1031 proposes a city resolution asking New Braunfels Utilities to waive up to $500,000 in water and wastewater capital-recovery fees for Park at Dogwood, a proposed 76-unit low-income housing tax-credit development at 1869 McQueeney Road. City staff describes a roughly $1.91 million capital gap. The resolution would request the utility waiver; it would not itself approve that relief or establish that the development will be built.
File 26-1036 schedules a public hearing on an independent roadway-impact-fee audit covering Jan. 27, 2020, through Sept. 30, 2025. The audit flags about $287,151 in District 1 fees spent after the applicable 10-year deadline. File 26-930 is a presentation on the roadway impact fee study, land-use assumptions and capital plan; it is not a fee-change vote.
Airport, streets, transit and curb space
File 26-983 proposes an airport taxiway-rehabilitation contract with Don Jackson Construction, an engineering modification with KSA Engineers and contingency authority for work on Taxiways A, F and E and the terminal apron; the record says TxDOT awarded $2,719,224. File 26-1054 proposes additional KCI Technologies design and utility-coordination work for widening Kohlenberg Road from two to four lanes between I-35 and FM 1101.
File 26-910 proposes modifying the city’s River North Transit/Via microtransit contract. The consent item follows a separately reported proposal to add two vehicles, increase the second-year service budget and begin daily service an hour earlier.
File 26-1114 schedules a presentation and discussion of Phase 1 of the Curb Management Study, which began in March under a $72,765 contract and included drone flights, a survey and an open house. File 26-967 asks council to approve a $68,000 Kimley-Horn modification for Phase 2, which would develop curb-space policy and program recommendations.
File 26-1044 proposes a first reading of parking and loading-zone restrictions around Long Creek High School Stadium and Legend Point Elementary School. The draft covers parts of Zipp Road, Klein Meadows and Legend Pond. The attached map marks proposed no-parking segments in red and a short loading zone in green; a later second reading would still be required for final adoption.
Zoning and a Rio Drive sewer easement
File 26-1048 proposes a second and final reading to rezone about 0.3 acre at 1038 and 1042 Seidel Street from light industrial to single- and two-family residential. File 26-1049 proposes a second and final reading to rezone about 2.7 acres at 2009 South Walnut Avenue from APD SUP to C-1A neighborhood business.
File 26-1061 proposes authorizing acquisition by eminent domain of a 0.7402-acre permanent utility easement at 470 Rio Drive for an NBU sewer project if negotiations do not secure the property rights. The proposal is authority for a possible acquisition method, not evidence that condemnation has occurred.
Contracts, grants and city procedures
File 26-1006 proposes renewing Maintenance Management of San Marcos for work at Comal and New Braunfels cemeteries; the expiring contract’s fifth year runs through Sept. 30 at an annual price of $149,600. File 26-1010 proposes an FY 2027 services contract of up to $455,386 between the city and the New Braunfels Economic Development Corporation.
File 26-1015 proposes a $9,255.38 downtown preservation grant to Schwarzen Walfisch, LP for roof work at 367 Main Plaza, based on an estimated $37,021.50 project. File 26-408 proposes a first reading that would let the Construction Board of Appeals hear appeals of Fire Marshal Office code determinations.
File 26-1106 proposes an interlocal agreement between New Braunfels police and the Comal County Criminal District Attorney governing Chapter 59 forfeiture proceeds and property. File 26-981 proposes approving draft minutes from seven August regular, special and executive sessions.
Files 26-995, 26-1014, 26-780 and 26-1013 cover recognition of city recreation athletes and proclamations for Deaf Awareness Month, Constitution Week and Hunger Action Month. The agenda also lists closed-session notices under files 26-1111 and 26-1029 concerning Project Sherpa and the city attorney and city manager searches; any final action would have to occur in open session.
