New Braunfels City Council is scheduled to decide Sept. 14 whether to add $263,358 to the second-year River North Transit contract budget for two additional vehicles and a 6 a.m. start.
The proposed change would support 10 vehicles instead of the original eight and move service opening from 7 a.m. to 6 a.m. City staff says the two added vehicles entered service in June after ridership exceeded expectations.
The original procurement set a three-year base contract ceiling of $3.68 million and included a $138,000 implementation charge. The current staff report says two earlier modifications clarified contract dates and authorized up to $28,449 in additional first-year costs.
The proposal would raise the Year 2 ceiling from $1.18 million to $1,443,358. The city attributes current contract funding to American Rescue Plan Act money and grants from the Federal Transit Administration and Texas Department of Transportation; staff says the proposed increase is included in the fiscal 2027 transit budget.
The staff narrative ties the earlier start to October 2027, while the fiscal table lists Year 2 as beginning Oct. 1, 2026 and Year 3 as beginning Oct. 1, 2027. That leaves the implementation date to be reconciled before riders can know when the 6 a.m. opening would begin.
Item 26-910 remains a proposal on the consent agenda for the 6 p.m. meeting at City Hall, 550 Landa St. The agenda says a councilmember or citizen may request separate discussion, but citizens must attend to pull an item. Residents can inspect the complete agenda packet before the meeting; the recorded action afterward will show whether council approved, changed, pulled or postponed the modification.
