Budget, Tax Rate and Road Work Lead Comal County’s Sept. 17 Agenda

The proposals include fiscal 2027 spending, the 2026 property-tax rate, certificates of obligation, subdivision agreements and county-facility work.

Comal County commissioners are scheduled to consider the fiscal 2027 budget, the 2026 tax rate, certificates of obligation, subdivision work and two departmental transfers on Sept. 17.

For residents, the meeting could set the county budget and tax rate while advancing road, subdivision, facility and departmental spending decisions.

The Sept. 17 package presents the budget, tax rate, certificates, agreements and transfers as items for consideration rather than completed actions. The official meeting agenda is the controlling guide to the scheduled business; votes and other outcomes must wait for the public meeting record.

Budget, taxes and borrowing

The court will hold a public hearing on the proposed fiscal 2027 Comal County budget. Commissioners are then scheduled to consider adopting the fiscal 2027 budget. A separate proposal would ratify the property-tax revenue increase reflected in that budget. The court is also scheduled to consider an order setting Comal County’s 2026 property-tax rate.

The complete package lists those decisions but does not attach the proposed budget, tax-rate order or certificates documents, so this preview cannot state their amounts. Those figures are essential to understanding how the proposals would change county spending, borrowing and the county portion of property-tax bills.

Commissioners will consider authorizing Series 2026 combination tax and revenue certificates of obligation backed by an ad valorem tax and delegating authority for related sale documents. The agenda does not provide the principal amount or sale parameters, leaving the size and terms of the proposed borrowing unresolved before the meeting.

Roads, subdivisions and the Goodwin site

The proposed developer agreement covers 3,960 linear feet of county-grade asphalt road and other required site improvements for Park Village Unit 7. The packet identifies Two Seventy Seven, Ltd. as the developer, lists a $610,815 cash deposit and gives the agreement a Sept. 17, 2027 expiration date. The visually inspected recorded plat identifies Park Village Subdivision Unit 7 as 54 residential lots and six open-space lots.

Two proposed plat amendments would combine existing lots. County engineering staff describe the Vintage Oaks Unit 14 proposal as combining Lots 1527 and 1528 into Lot 1527R. County engineering staff describe the Scenic Terrace proposal as combining Lots 27, 28 and 29 into Lot 27R for final approval.

The Parkhill amendment proposes additional schematic-design/site-planning work at a lump-sum cost of $18,250. Its scope covers master planning and evaluation of building-location options for the Goodwin Maintenance Building site; the attachment contrasts an original 4,000-square-foot location with a final proposed 5,000-square-foot location. The county signature line is blank in the delivered amendment, and the court has not yet acted on the proposal.

County operations and equipment

The court is scheduled to select an evaluation committee for a geotechnical professional-services prequalification pool. Commissioners are also scheduled to select an evaluation committee for a surveying professional-services prequalification pool. Those committees would evaluate qualifications rather than award a project through the Sept. 17 agenda item.

Commissioners will consider using Justice Security Funds for a Precinct 1 constable ballistic shield. The agenda identifies the proposed funding source and equipment but provides no supporting attachment with a price, specifications or training plan.

The District Court request would move $14,000 from Interpreter to Other / Miscellaneous Costs for 2026–2027 regional administrative judicial dues. The request describes the dues as an expense that was not included in the original budget.

The Road Department request would reallocate $32,950 from contingency across equipment and waste-disposal accounts. The attachment divides that proposal into $8,650 for capital equipment, $1,300 for non-capital equipment and $23,000 for waste disposal, citing a replacement monitor, office furniture and disposal costs for the rest of 2026.

Proclamations, public comment and closed-session notices

Commissioners will consider proclaiming September 2026 as National Preparedness Month in Comal County. The court will also consider recognizing Sept. 17–23, 2026, as Constitution Week. The agenda begins its action list with consideration of county claims but includes no claims attachment in this meeting package.

The agenda provides a citizen-comment period with a three-minute limit for each speaker. It also includes community-interest reports from staff and elected officials.

Three notices allow possible closed-session consultation concerning real property, economic-development negotiations and litigation, settlement or other legal matters. The notices do not identify a result, and any final action must occur in an open session.

Meeting time and what comes next

The meeting notice sets the regular session for 8:30 a.m. Sept. 17, 2026, at 100 Main Plaza in New Braunfels. Residents can inspect the posted agenda and attachments to verify the proposals before the meeting; the public comment item allows three minutes per speaker.
