Comal Appraisal District values property and administers exemptions, while each applicable taxing unit’s governing body adopts its own property-tax rate.
The district describes its valuation and exemption duties on its official site; the Texas Comptroller explains that adopting a budget and rate is a function of a taxing unit’s governing body.
A Comal County homeowner must identify the taxing units that cover the property before comparing rates or understanding the combined bill. The county’s 2026 tax-rate page groups records for the county, cities, school districts, emergency service districts, water districts and municipal utility districts, or MUDs. Those categories are a directory of possible levies, not a single rate that applies to every home.
Start with the property, then the taxing units
Look up the property through the appraisal district’s property-search link and check the taxing units associated with it. Then find each unit in the county’s tax-rate directory or on that unit’s official page. A home in one city or school district should not be assigned another city’s or district’s rate simply because both appear in the countywide directory. The units that apply to the property are the necessary starting point for checking its bill.
