The Texas Comptroller announced Oct. 23 that a government-fraud reporting button will appear in CAPPS, the state payroll and personnel portal.
The change would put a reporting route at the point where state employees log in. The Comptroller says the button will link to its Law Enforcement Operations whistleblower portal for tips about suspected government fraud, waste or abuse.
From the source record
The CAPPS button links directly to the same Comptroller’s Law Enforcement Operations whistleblower portal launched earlier this week — a secure system that allows all Texans to send tips directly to agency investigators.Texas Comptroller of Public Accounts ↗
State employees living in Comal County are among those expected to see the button when they log in; other residents can use the Comptroller’s existing whistleblower portal. The agency says that portal opened earlier in the week and accepts tips from all Texans. The CAPPS addition changes access for employees; the announcement does not describe a Comal County fraud case.
CAPPS handles accounting, payroll and personnel functions for Texas state agencies. Comptroller Don Huffines described the button as part of his agency’s Taxpayer First Initiative. Those descriptions and the portal’s security claims come from the Comptroller’s announcement; the release does not establish how many employees have used the portal or whether the new button is already visible.
The next practical check is when the button appears for employees. Residents can read the Comptroller’s announcement for its description of the two routes and watch for a later agency update confirming the CAPPS rollout. The announcement links the employee button to the existing portal, but gives no rollout date.
