According to an on-the-record response from City of Selma, City Administrator Johnny Casias told Comal.News that Selma awarded F.A. Nunnelly a $1.5 million Phase 1 construction contract on Feb. 12, 2026 and funded the project through its 2022 bond issuance.

Selma authorized a construction contract for the first phase of its public-safety training facility. The answer connects the council’s recorded award to the bond borrowing supporting the project, resolving one part of the funding question raised by the earlier coverage.

The February agenda listed the Phase 1 action as a proposed construction-contract award. It established what the council could consider, but the later minutes supply the recorded outcome: a contract went to F.A. Nunnelly after a unanimous vote by the four participating council members.

What the council record confirms

The signed minutes record a 4-0 vote to award F.A. Nunnelly the Phase 1 construction contract. That award appeared in Comal.News’ earlier meeting breakdown, which identified the final price, funding source and construction schedule as follow-up questions.

The implementation record comes next

The complete agenda-and-minutes package does not include the executed F.A. Nunnelly contract or a construction timetable. Those records are needed to establish the precise work covered by Phase 1, whether Selma has issued a notice to proceed and which milestones govern completion.

Readers can inspect item 4 in the City of Selma minutes to verify the contractor, contract ceiling and recorded vote. Comal.News will reopen the reporting when the executed agreement, notice to proceed or construction schedule becomes available.
