The revised draft of Ordinance 26-T-031 changes Planning and Zoning from a $62,583 increase to a $62,583 decrease and removes a duplicated $42,657 Finance increase.
Before the Sept. 15 vote, Schertz residents and council members can compare a revised ordinance that now matches the staff memo on Planning and Finance, while the city’s drainage-transfer references remain $63 apart.
The earlier draft sent Planning and Zoning in the opposite direction and listed the same Finance increase twice.
The Transfer Figures Still Do Not Match
The memo’s fiscal-impact section gives $64,507 as the Drainage Fund transfer offsetting part of the Engineering increase. The background section gives $64,570 for the related General Fund revenue increase, and the revised ordinance uses $64,570 for transfers from Drainage.
Where the Proposed Adjustment Goes
The proposal totals $504,374: a $444,374 General Fund increase, $35,000 from Roadway Impact Fee Area 2 and $25,000 from the EMS fund.
Most General Fund changes cover personnel costs after departments had fewer vacancies than budgeted. Engineering also would absorb the MS4 floodplain manager position from Drainage and receive $5,000 in Clean the Creek supplies transferred from Inspections.
The staff memo says sales-tax revenue was estimated at $26.8 million as of April, compared with a $15.5 million budget, and would fund the remaining added General Fund budgets after the drainage transfer.
The draft also includes $35,000 for Wiederstein Road improvements and $25,000 for an EMS operations consultant; those amounts would come from the respective Roadway Impact Fee Area 2 and EMS balances.
The revision follows Comal.News’ earlier comparison of the ordinance and staff memo, which identified the opposing Planning directions and duplicate Finance provision.
Council Consideration Is Next
Council is scheduled to consider the amendment Sept. 15; if adopted, it takes effect on final adoption and required publication.
