New Braunfels would commit park-development money and absorb every cost overrun for the Waterway Lane Trail under an agreement scheduled for a City Council vote Sept. 28.
The proposed agreement would commit New Braunfels to an estimated $728,600 share of the Waterway Lane Trail and responsibility for 100% of any cost overruns.
The proposal would use park-development funds toward a shared-use path between Gruene Road and Old FM 306, while leaving the city to identify its construction funding after design is complete.
The project estimate assigns New Braunfels $72,000 for design, $596,800 for construction and $59,800 for direct state costs. The agreement says the final city participation will depend on actual costs.
A city staff report says Park District 1 has enough money for the $131,800 design and direct-state-cost share. Staff would select the local source for construction money after design, with construction expected to begin in May 2028.
Staff says the city studied a Waterway Lane roadway in 2021 but pursued the trail after residents opposed that concept. Council backed the trail grant application in January 2025, and TxDOT later awarded funding for design and construction.
Approval of item 26-1037 would authorize the city manager to execute the agreement and accept the associated funding. Residents can inspect the draft resolution and funding agreement before the 6 p.m. meeting at City Hall, 550 Landa St.
