New Braunfels City Council is scheduled to take a second and final vote Sept. 28 on tow-away parking and loading-zone rules for Zipp Road, Klein Meadows and Legend Pond.
The proposal would convert specified stretches near Long Creek High School Stadium and Legend Point Elementary School into tow-away zones, including a 45-foot loading zone on Legend Pond.
Where parking would be barred
Council unanimously approved the ordinance on first reading Sept. 14, and the city says temporary signs were installed before the stadium's Sept. 11 first home game under a police traffic order.
The draft would prohibit parking on both sides of Zipp Road from Legend Pond to the road’s western terminus beyond Clarisse Street. It also identifies three sections of Legend Pond and three sections of Klein Meadows, with some restrictions applying to both sides and others to one side for distances of 500, 545 or 775 feet.
The city says engineers, police and New Braunfels ISD staff selected the areas because parked vehicles could obstruct event traffic. Its item report says the restrictions avoid on-street spaces directly in front of homes and preserve a loading area beside a cluster mailbox on Legend Pond. Earlier NBISD traffic coverage followed separate proposed sidewalk and access work on Zipp Road.
The Transportation and Construction Services Department used a $22,700 third-party contract for the signs after reporting insufficient money and staff resources in the fiscal 2026 Public Works streets and drainage budget. The city’s Transportation and Traffic Advisory Board unanimously recommended the restrictions Aug. 13.
What happens next
If approved on second reading, signed and filed with the city secretary, the ordinance says the permanent rules would take effect and must be published within 10 days.
