New Braunfels City Council is scheduled to decide Sept. 28 whether to authorize an application for a grant that could reimburse half of an estimated $8 million County Line Memorial Trail project.
The concept would rebuild the 2.2-mile trail, widen it from 8 feet to 12 feet and pair a potential $4 million grant with a $4 million city match. The Sept. 28 agenda item is listed on the consent agenda, where items may be approved together unless a council member or resident requests separate consideration. The city’s item report says the Outdoor Recreation Legacy Partnership program could reimburse up to half of eligible costs.
The posted project scope includes rebuilding the trail, improving three street-level pedestrian crossings, replacing exercise stations, upgrading irrigation and adding shade trees. At Kraft Park, the concept includes a replacement pavilion and playground, more fitness space and a possible quarter-mile connection to FM 1044.
The project remains in conceptual design while an outside landscape-architecture firm develops site plans and a more technical cost estimate. Staff’s fiscal note says the local match is included in the fiscal 2027 budget within the Park Improvement Fund’s District 3 allocation.
The resolution would authorize the application and dedicate the trail to public park and recreation use; it would not award the grant or approve a final construction design. The official agenda sets the meeting for 6 p.m. Sept. 28 at City Hall, 550 Landa St., and says residents may speak when the item is called. The vote record and any subsequent grant decision will establish whether the project advances.
