Council unanimously approved item L. The consent item authorizes New Braunfels to apply to the Texas Parks and Wildlife Department for an Outdoor Recreation Legacy Partnership grant tied to County Line Memorial Trail.
Residents who use the trail could get a wider path, rebuilt exercise stations and improved crossings if the city wins the grant. The approved resolution clears the city to seek $4 million toward an estimated $8 million rebuild of the 2.2-mile route, with a $4 million city match.
City staff described the project as conceptual and estimated it at about $8 million before council acted. The proposed work would reconstruct the full trail, widen it from 8 feet to 12 feet, improve three at-grade crossings, replace exercise stations, upgrade irrigation and landscaping, and reconfigure parking at the West County Line Road trailhead.
Kraft Park is part of the concept
The same concept includes replacing Kraft Park’s pavilion, playground and safety surface; adding playground shade; expanding the outdoor fitness area; and potentially building about a quarter-mile trail connection to FM 1044. Those elements remain at the application and conceptual-design stage.
The grant program would reimburse up to half of eligible project costs. The city says its matching share is included in the fiscal 2027 budget through the District 3 allocation of the Park Improvement Fund. The resolution dedicates County Line Memorial Trail to public park and recreation use in perpetuity.
The vote moves the proposal beyond the stage covered in Comal.News’ earlier report, which laid out the scope and financing before the Sept. 28 meeting. Approval of the resolution does not itself award the grant or start construction.
