New Braunfels council to weigh incubator funding, affordable housing and park plan Nov. 9

Residents could see new business and housing funding, park planning and data-center rules move forward when council meets Nov. 9; each remains a proposal.

New Braunfels City Council is scheduled to consider up to $1,125,000 for a multi-year Gener8tor entrepreneurship incubator on Nov. 9.

The proposed amount is a ceiling for council consideration, not money already awarded. Residents can inspect the proposed business and the rest of the meeting through the city's posted agenda.

Council is also scheduled to consider up to $500,000 for affordable housing at the Park at Dogwood. Those two funding proposals put different uses of city-supported resources before the council: an entrepreneurship program and housing. The agenda supplies the amounts and pending choices; it does not establish how council will decide either request.

Funding and Northwest Park

The council is scheduled to consider a Northwest Park Master Plan. For park users, the decision would address a proposed planning framework; the posted agenda alone does not establish which improvements, if any, will be built or funded. The plan appears among individual items, so residents following it can watch for a separate discussion rather than relying on the consent portion of the meeting.

The city's current posted agenda lists these matters as proposed business for Nov. 9. That distinction applies throughout this guide: a scheduled vote, hearing or reading is a next step, not a recorded approval. Council's later action record will be needed to establish the disposition of each proposal.

Land use and city rules

A public hearing and first reading on proposed data-center code changes are scheduled. The hearing offers residents an opportunity to address the proposed rules before a final decision. Because this is listed as a first reading, readers should watch both what council does Nov. 9 and whether a later reading appears on a subsequent agenda.

A final reading is scheduled for a rezoning of 2.6 acres at 1283 State Highway 46 South. Two other proposed rezonings involving short-term rentals, files 26-1311 and 26-1312, are listed on consent. A resident who wants council to take up one of those consent proposals separately can use the agenda's procedure for requesting that an item be pulled.

Council is scheduled to consider construction work hours under file 26-1343. That proposal may matter to people living near active construction, but the posted agenda does not establish a changed rule. The council is also scheduled to consider members for the Charter Review Commission under file 26-1294.

Other business and how to participate

The consent agenda also lists prior minutes, contract prosecutors, a right-of-way deed deadline, limited-purpose annexation, parking exceptions and fire-code appeals. Those entries are files 26-1283, 26-1307, 26-1328, 26-1262, 26-1322 and 26-1292. Consent placement allows council to handle several matters together unless an item is pulled; it does not prove that any item has passed.

Three proclamations and a presentation are scheduled under files 26-1248, 26-1213, 26-1247 and 26-1246. The agenda also gives notice of possible executive-session discussions concerning legal advice on a police-headquarters investigation, city-manager personnel, and an attorney or manager search. It allows for possible action in open session afterward; the notices themselves are not public decisions.

New Braunfels City Council is scheduled to meet Monday, Nov. 9, 2026, at 6 p.m. in the City Hall Council Chambers, 550 Landa St. The posted instructions say a citizen present at the meeting may request that a consent item be pulled, while people wishing to speak on an individual item should line up behind the podium. For an accessibility request, contact the City Secretary at (830) 221-4010 at least two work days before the meeting.

The next verification point is the council's Nov. 9 action record: it should show which proposals advanced, changed or remained pending. Residents can use the posted agenda to identify the file number and follow that item's eventual disposition.
