New Braunfels City Council will use a mayor-requested Sept. 8 workshop to give final feedback on the fiscal 2027 budget before public hearings and first readings.
The agenda’s Comal County example estimates the city tax on a median-valued homestead at $1,451, $23 more than the listed current-year bill. For affected homeowners, that annual difference equals about $1.92 a month for the city portion of the property-tax bill.
The fiscal 2027 plan will fund city services, operating costs, equipment and capital projects for the coming year. Tuesday’s discussion could shape those service and spending choices before council reaches the ordinance stage.
One Budget Item, With Citywide Reach
Item 26-1079 is a presentation asking council to discuss, consider and provide possible direction on the fiscal 2027 operating budget and plan of municipal services. The item page identifies Robert Camareno, the city manager, as presenter and marks all council districts as affected.
The same agenda lists a 2024 Comal County median homestead value of $349,106 and a $1,428 city tax bill, compared with a 2025 median value of $354,783. The upcoming-year estimate uses the proposed rate of $0.408936 per $100 of taxable value.
The Guadalupe County example moves in the opposite direction: it lists a $1,354 current-year city tax bill and a $1,275 estimate under the proposed budget and rate, an annual decrease of $79. Its listed median homestead value falls from $331,133 to $311,795.
Those figures are conditional estimates for the city portion of the tax bill, not an adopted bill or the total property-tax charge from every taxing entity. The Comal and Guadalupe comparisons also use different median-value movements, so residents should not treat them as two estimates for the same property.
The agenda also carries a closed-session notice allowing council to discuss listed business under the Texas Open Meetings Act. Any final action or vote related to such a discussion must occur in open session.
Public Hearing and First Reading Follow Thursday
The city has scheduled the budget public hearing and first reading for Sept. 10. The hearing item says no action is required during the hearing itself; the separate ordinance item asks council to consider adopting the fiscal 2027 plan on first reading.

When and Where Council Meets
The special meeting begins at 5 p.m. Tuesday, Sept. 8, in the City Hall Council Chambers at 550 Landa St. The agenda asks people who need auxiliary aids or services to contact the City Secretary’s Office at 830-221-4010 at least two working days before the meeting.
The consequential question is what council will ask staff to change before Thursday’s hearing and first reading. The workshop item establishes that council may provide direction Tuesday; the recorded discussion and later budget documents are needed to show what direction it actually gives.
