The $91,500 Hidden Valley budget covers a Field 1 bleacher replacement and shade structures; the agreement caps county funding at $85,775, requires the football group to provide $5,725 and assigns shortfalls to the group. The work would serve the organization’s use of the county-owned park.
The county’s posted lighting quote describes five new poles, 55 LED fixtures and turnkey installation for $259,000 at Jumbo Evans Sports Park. Separate Hidden Valley quotes list $25,237.78 for an eight-row bleacher shipment and $15,750 for a 20-by-30-foot shade structure.
Who owns the improvements
Both agreements say the improvements remain county property and anticipate that Comal County will handle maintenance and repairs under the facilities-use agreements. The participating organizations receive use of the improvements but no ownership interest in them.
Each agreement names County Judge Kristen Hoyt as the county signatory; the agreement becomes effective with the last required signature and remains in force until its project is completed or canceled.
The agreements direct the county to prepare procurement documents and require Commissioners Court to select the winning bids and approve the construction contracts. Those later actions will establish the vendors and contract prices that turn the approved funding framework into construction work.
