The proposal would cap the county’s contribution at $239,000, require a $20,000 BYSA donation and require BYSA to cover any cost above the $259,000 budget.
Comal County commissioners are scheduled to consider a $259,000 agreement for a second phase of soccer-field lighting at Jumbo Evans Sports Park.
The agreement would govern a second lighting phase used by the Bulverde Youth Soccer Association. It directs the county to prepare procurement documents, leaves selection of the winning bid and approval of the construction contract to Commissioners Court, and places construction management with the County Engineer’s Office. The lights would remain county property.
From field use to a lighting project
The draft agreement says the county and BYSA entered a facilities-use agreement for the park’s soccer fields on April 11, 2024. The new document would define the parties’ responsibilities for installing the lights. After construction, it anticipates that the county would handle maintenance and repairs under the earlier facilities agreement, subject to future county appropriations.
If construction costs exceed the stated budget, the county would notify BYSA and the association would have 30 days to fund the shortfall. If BYSA could not do so, the county could develop a reduced project or cancel all or part of the work. The agreement would take effect only after both parties execute it.
The Sept. 24 decision
On Sept. 24, commissioners are scheduled to consider construction, acceptance of BYSA’s check and authorization for the county judge to sign the agreement. Those decisions appear as separate but connected items 6, 7 and 8A on the action agenda.
The meeting is scheduled for 8:30 a.m. in the Commissioners Courtroom at 100 Main Plaza in New Braunfels. The posted agenda allows residents to address general concerns or a specific agenda item during citizen comments, with three minutes allotted per person.
Residents can inspect the proposed agreement for the funding, overrun, ownership and termination terms. The next decisive records will be the court’s actions on the three linked items and any resulting executed agreement or construction contract.
