Comal County has authorized more jail borrowing than it plans to use. The first estimated interest payment draws on reserves and capitalized interest, so the authorization alone does not establish a taxpayer bill.
Comal County authorized up to $180 million for jail borrowing, but its budget plans $155 million and assigns first-year interest to reserves and capitalized interest. The order sets a ceiling; the budget states a plan. Neither figure is the amount sold or a household tax bill.
From the source record
These are principal or loan figures for distinct purposes; they are not annual payments and should not be added together.
The adopted budget puts the county debt tax rate at $0.045024 per $100 of value, compared with $0.046000 in 2025. For county taxpayers, the planned fiscal 2027 jail-interest payment is estimated at $6,027,778 and assigned to reserves and capitalized interest. That is a fiscal-year estimate, not a calculation of any household’s tax bill.
What the figures mean
Order 574 sets the borrowing authority. The adopted budget states the smaller amount the county plans to borrow for the jail. The budget also lists a separate $25.575 million water loan. That loan is a different borrowing plan, not another installment of the jail certificates.
