The city gets $553,000 of the $1.25 million in state funding, and the county will maintain the city's sirens. The agreement also has the city pay for a county traffic control technician and half the cost of some equipment, according to the reviewed outcome. Those terms identify who carries parts of the service and staffing work; the retained summary does not supply an installation schedule.

Flood warnings and road safety

The agenda listed a proposed interlocal agreement with New Braunfels for a flash flood warning system. That proposal became the approved agreement recorded under item 7. Readers can compare the proposed subject in the Oct. 29 agenda with the action in the recording.

Approved a development agreement with Semex Construction Materials South LLC for infrastructure and safety improvements to Kruger Canyon Road. The county's share is capped at 30% of total construction costs. The cap describes a share of construction costs, not a fixed dollar appropriation; the next useful public record is the project cost and implementation schedule.

County projects and professional services

Accepted the roads and drainage improvements in The Preserve at Elm Creek Unit 2, and accepted its public roads into the county road system for maintenance. That acceptance moves maintenance of the public roads to the county. Two amended plats were also approved: one combined lots in Cypress Lake Gardens Western Skies Section, and the other combined lots in Mystic Shores Unit 13.

Approved an amended plat of Cypress Lake Gardens Western Skies Section, Block 104, combining Lots 18 and 27 into Lot 18R. Approved an amended plat of Mystic Shores Unit 13 for the Reed family, combining Lots 1659 and 1660 into Lot 1659R. These are separate plat actions, not a single subdivision-wide approval.

The court approved four separate pre-qualification pools for future professional-service needs. Approved a pre-qualification pool of 19 firms for professional engineering services under RFQ 2026-530. Approved a pre-qualification pool of seven firms for professional architectural services under RFQ 2026-540.

Approved a pre-qualification pool of six firms for professional geotechnical services under RFQ 2026-550. Approved a pre-qualification pool of eight firms for professional surveying services under RFQ 2026-560. Pre-qualification identifies eligible firms; these recorded actions do not themselves describe a particular project assignment.

Audits, backups and road staffing

Approved the county auditor's audit report on the Criminal District Attorney's Chapter 59 asset forfeitures, and authorized the auditor to submit it to the Texas Attorney General. The action is approval and submission of the audit report; the retained outcome summary does not describe the audit's findings.

Approved order forms and an amendment to the county's Dell APEX subscription to bundle and co-term its backup service contracts. Staff said this would save about $95,000. That figure is an estimate reported during the item, not a measured saving after implementation. Approved a line-item transfer from capital equipment to recurring contracts, so backups can move from on-premises hard drives to cloud service.

Approved a job description for a new engineer-in-training position. It will be funded from contingency funds. Approved a road department line-item transfer from operations to administration salary and benefits, covering the engineer-in-training position for the rest of 2026. The position description and the line-item transfer were two separate actions.

Claims, proclamations and participation

Approved claims for October 29, 2026: $431,905.36 in EFTs and $998,245.96 in regular claims, a total of $1,430,151.32. The court also adopted two proclamations: one for Operation Green Light for Veterans and one for Czech Heritage Month.

Approved a proclamation recognizing November 4–11, 2026, as Operation Green Light for Veterans in Comal County. The courthouse bell tower will be lit green that week. Approved a proclamation recognizing October 2026 as Czech Heritage Month in Comal County.

Citizen comments

The agenda set aside a Citizen Comments period for matters of public interest and concern and allowed comments on agenda items, with a three-minute limit per person. The retained agenda and verified motion summaries do not identify speakers or establish the substance of general comments, item-specific testimony, residents' requests or any response to them. That source limit does not establish whether anyone spoke. The official recording is the primary route for checking the comment period.

What to check next

The agenda scheduled a workshop presentation on the Water Quality Protection Lands selection process and application. The supplied outcome records establish the numbered approvals above, while the agenda alone establishes that this presentation was scheduled. Future project records can show where warning equipment will go, when it will be installed and what the Krueger Canyon Road work will cost.

Comal County Commissioners Court met on October 29, 2026, at 8:30 a.m. in the Commissioners Courtroom, 100 Main Plaza, New Braunfels. Readers can use the official agenda to identify items 7 and 8 and the official recording to inspect the corresponding decisions and any public remarks.
