The commission voted to recommend that City Council deny Stockup Supply LLC's request to rezone Dawn View Acres lot 4, about 175 feet southwest of FM 1863 and Roadrunner Way, from R2 residential to I1 Industrial District.

The recorded action is a recommendation to the council, which must decide whether the zoning changes.

For nearby residents, the recommendation leaves the proposed change in permitted uses for City Council to decide. Stockup Supply’s stated warehouse project explains the application, but the requested zoning district would govern the land more broadly than one tenant or building. The commission also recommended denying the related change to the city’s long-range land-use plan.

The warehouse proposal and the zoning rule

The site is designated Estate Residential in the Sunrise 2050 plan and zoned R2 residential in the rezoning request. The posted materials locate it near the intersection of FM 1863 and Roadrunner Way, with the lot described as about 175 feet southwest of that intersection. Those existing classifications are the starting point for the two requests, which were heard separately on Nov. 3.

Staff described Stockup Supply’s proposal as a 10,000-square-foot warehouse for livestock show supplies. That description identifies what the applicant wants to build; it does not limit every future use that an industrial zoning designation could allow. Staff cautioned that approval of I1 zoning would permit any use allowed by right in that district. This is why the council’s eventual zoning choice matters beyond the applicant’s stated warehouse plan.

The commission voted to recommend denial of an amendment to the Sunrise 2050 comprehensive plan that would have revised the future land use designation for Dawn View Acres lot 4, the same property in the rezoning request. (vote: unanimous voice vote). The companion proposal would change the plan’s designation from Estate Residential to Light/Flex Industrial. Staff explained that a zoning approval conflicting with the current plan would require a concurrent plan amendment. The two recommendations therefore address different city records for the same property; neither is a final council decision.

Citizen comments

The posted agenda provided a public hearing on each property request and a separate opportunity for comments unrelated to posted items. Before the meeting, staff reported receiving two letters opposing the zoning request from notified properties. That establishes written opposition to the proposal, but the retained account does not establish the letters’ specific objections, what anyone said during either Nov. 3 hearing or the general comment period, or any commissioner or staff response. The letters’ contents and a comment-level meeting record remain the next sources for assessing residents’ views without treating those two letters as the views of all neighbors.

Other business and what comes next

The commission approved the minutes of its September 1, 2026 meeting. (vote: unanimous voice vote). That was the remaining recorded action in the retained outcome reviews. The posted agenda also listed the call to order and adjournment; the September minutes included in the packet are background to the approval, not an account of Nov. 3 testimony.

The posted agenda scheduled the Bulverde Planning and Zoning Commission for Nov. 3, 2026, at 6 p.m. in the City Hall Council Chamber, 30360 Cougar Bend. The Nov. 3 recording reviews establish the commission’s three actions described above, while the agenda and staff materials explain the proposals that came before it.

City Council is the next decision maker on the rezoning request and companion plan amendment. Readers can inspect the city’s agenda and packet for the site description, staff reports and proposed land-use classifications, then check a future council agenda and outcome record for the final disposition. A council hearing date is a follow-up question, not a date established by these Nov. 3 materials.
