What Comal County emergency services districts do and how they are funded

For Comal County property owners: match an ESD number to its service provider and see its 2026 adopted tax rate per $100 of taxable value.

Comal County has seven emergency services districts that provide EMS, fire service or both and have separate adopted property-tax rates.

To identify a district, start with the ESD number among the taxing units listed for your property, then compare it with the county's district directory and 2026 adopted-rate table. The number matters: ESD 1 and ESD 4, for example, serve different functions even though the directory names the same service provider for both.

Match the district number to the service

The county identifies the service and provider for each district. Its rate table gives the adopted 2026 rate per $100 of taxable value. The table below puts those two records together; “Canyon Lake” and “New Braunfels” are the provider labels used in the county directory.

Comal County ESD services, providers and 2026 adopted property-tax rates
DistrictServiceProvider listed by countyRate per $100
ESD 1EMSBulverde/Spring Branch Emergency Services$0.077556
ESD 2EMSCanyon Lake$0.059030
ESD 3FireCanyon Lake$0.067235
ESD 4FireBulverde/Spring Branch Emergency Services$0.084393
ESD 5FireBulverde/Spring Branch Emergency Services$0.100000
ESD 6FireBracken VFD$0.095475
ESD 7Fire and EMSNew Braunfels$0.048438

The service and provider come from the county directory; rates come from the county's 2026 adopted taxing-unit table. These seven rates are not a combined rate for one property.

Read the ESD charge on a property-tax bill

The ESD levy for a Comal County property depends on its taxable value and which districts apply to its address. Do not add all seven rates to estimate one home's bill. Find the ESD number or numbers in the property's taxing-unit information and use only the corresponding adopted rates. This guide does not assign districts to street addresses; residents should confirm the taxing units for their own property before using the table.

A Comal.News calculation from the county's adopted rates illustrates the scale: at $300,000 in taxable value, ESD 5's rate alone yields $300 for a year, while ESD 7's rate alone yields $145.31. These are separate hypothetical examples, not a comparison of total tax bills. The calculation applies no exemptions, other taxing units or property location. Divide taxable value by 100 and multiply by an applicable district's rate to check its levy before any property-specific adjustments.

Find board, budget and meeting records

The county's boards-and-commissions directory lists a board for each of ESDs 1 through 7 and points readers toward the district websites. It also describes a county appointment process for people interested in board openings. For an example of the records a district publishes, ESD 6's meetings-and-reports page lists agendas, minutes, an approved 2027 budget, tax notices, annual reports and financial reports. Check the relevant district's own site for its records; ESD 6's page documents ESD 6, not the other six districts.

For a question about which county-listed ESD applies to an address, the county directory gives its main phone number as 830-221-1100 and its mailing address as 150 N. Seguin Avenue, New Braunfels, TX 78130. For ESD 6's budget, rate notices or meeting records, use its reports page or the contact number shown there, 210-651-5762. The next useful check is the applicable district's posted agenda, budget or tax-rate record when those documents change.
