The governor's announcement identifies the Office of the National Cyber Director, private-sector partners and the Texas Cyber Command as participants. It says the partners will supply resources to utilities and singles out rural providers with limited defensive capacity as a concern.
NBU's financial plan describes a municipally owned, customer-funded utility responsible for electric, water and wastewater service. The plan says locally set rates fund those services. Together, the two records establish that NBU performs both utility functions named in the statewide announcement.
