New Braunfels approved a $223,160 modular building for its Parks Operations Division on July 27. City records place the 24-by-74-foot building in Landa Park, beside the Landa Recreation Center and golf course.
The building will replace an unconditioned lean-to attached to a historic stone maintenance shop. The stone structure will remain. The replacement is designed with two private offices, an open work area, a break room and two restrooms with showers.
The city’s staff report says money was allocated in the FY 2026 budget. Mobile Modular Management Corporation’s quoted price covers the building, delivery and installation, including decks, steps, ramps and skirting; utility connections, site work and demolition are outside that price.
Why Shaw Pulled the Item
Councilmember Nikki Shaw, who joined the council after the earlier briefing, pulled the purchase from the consent agenda. “I’m new at this,” Shaw said. “I wasn’t here probably for all the initial information. Where is the structure going to be placed?”
Assistant Public Works Director Matthew Eckmann said the existing lean-to is the Parks Operations break room. “It’s an unconditioned space,” he said, with “inadequate break room facilities” and “inadequate bathroom facilities.” He said the replacement will add office and break-room space, bathrooms, locker rooms and showers.
What the Price Covers
Eckmann said Mobile Modular was still honoring its quoted price even though the written quote had expired. “We have confirmed the company is still honoring that price,” he said, adding that the company had “about a six-week turnaround” to produce the building after receiving the purchase order.
Eckmann said the $223,160 includes “the building, the installation, the decks, steps and ramps.” He said it excludes final utility connections and demolition of the existing lean-to, which the city plans to pay for with other money allocated in the budget.
Mayor Pro Tem Michael Capizzi moved to approve the expenditure, Councilmember Lawrence Spradley seconded the motion, and the council approved it unanimously. The approval authorizes the purchase; it does not establish that the building has been delivered or installed.
