What the city is buying
The city's item report lists Office 365 for email and office applications, Teams audio and video conferencing, current desktop and server operating systems, Visio and technical support. It says license levels will vary by job function, while every city computer must carry a desktop operating-system license.
The city said its previous three-year Microsoft agreement was expiring. Staff described the new enterprise agreement as the way to keep software current and manage licenses, and said the FY 2027 Information Technology Department budget already includes the funding.
The SoftwareOne quote lists 595 Microsoft 365 G3 user subscriptions, 223 Office 365 G1 user subscriptions and other products. It totals $308,392.93 in each of the three years. The largest line is $254,796.85 for the 595 G3 subscriptions.
Questions raised before approval
A resident questioned the software contract's cost increase, reseller pricing, later true-up charges, added licenses, and staffing growth. The verified recording review establishes that those questions were raised; it does not independently establish the resident's underlying assertions.
The approval closes the vote tracked in Comal.News' earlier agreement preview, but the execution record remains the next check. The quote says it is nonbinding and subject to SoftwareOne's credit approval and formal written acceptance; it also says prices may change if supplier prices or currency values fluctuate.
What happens next
The quote lists a coverage period from Oct. 1, 2026, through Sept. 30, 2029. The next useful public records are the executed agreement or purchase order and later budget transactions showing the amount paid and any license changes.
