New Braunfels planning staff recommends denying the request to replace residential zoning at 1330 Fieldcrest with commercial-office zoning and a short-term rental permit. The recommendation comes before the Planning Commission's Oct. 7 hearing, so it is not a decision on the application.
The proposed commercial-office district would stay with the Fieldcrest lot even if the short-term rental never opens or later closes. That is the central neighborhood question: the applicant wants permission for a rental home, while the underlying zoning change would also allow office uses.
The 0.32-acre Fieldcrest lot is now zoned R-1 for single-family use; the applicant proposes a three-bedroom, three-bath, 1,510-square-foot house. The proposed short-term rental could host up to eight occupants under the city's stated standards and would need at least three paved off-street parking spaces.
Why staff objects
The city's case report says the property is bordered on three sides by single-family zoning and homes, while commercial property lies across East Common Street. Staff says a commercial-office pocket inside the residential block would make the neighborhood boundary less predictable and bring traffic different from surrounding home use. The commission can recommend a different course; City Council would make the zoning decision.
The posted notification material contains three opposition cards from nearby property owners. The staff report says the city mailed notice to owners of 14 properties within 200 feet and had received three opposing responses when the agenda was posted. Those cards establish opposition to this request, not a vote of the whole neighborhood.
The city's earlier notice drew attention to two descriptions of the requested zoning. The new case report identifies the proposal as a change from R-1 residential to C-O commercial-office with a special-use overlay for a short-term rental. The city's zoning comparison lists office uses in C-O beyond those allowed in R-1.
What happens next
The Planning Commission is scheduled to hear SUP26-266 at 6 p.m. Oct. 7 at City Hall, 550 Landa St., and make a recommendation to City Council. Residents can inspect the full case report for staff's reasons, the notification exhibit for the mailed responses, and the posted agenda for the hearing location and participation instructions. The commission's recommendation and any later council action will show whether the requested base zoning or rental conditions change.
