The July 9, 2020 workshop started with one agenda item and expanded into nearly three hours of 2021 budget requests from county courts, law enforcement, health, elections, parks, roads and other departments.
For Comal County residents, the workshop shows which services were competing for staffing, vehicles, technology, facilities and operating support as officials built the 2021 budget.
The posted agenda reduced the session to one item: discussion of 2021 Comal County budget requests.
The detailed accounting begins with department-request highlights and personnel positions, then tracks the discussion from the courts and county records through the Sheriff’s Office, jail, public health, elections, parks, animal control and Road and Bridge. It closes with land acquisition, flood control, tax-rate information, debt service and records-preservation funds.
Courts, defense and county records
The official accounting tracks requests and questions involving the four justice courts, county courts at law, district courts, the District Clerk and the County Clerk. Its indexed topics include visiting judges, public defenders, interpreters, court staffing, courthouse space, remote-access certificates and records-preservation funds.
Sheriff, jail and courthouse security
The Sheriff’s Office portion covered new positions, a bailiff, Motorola equipment and a grant-supported sexual-assault and family-violence position. The jail discussion ranged across transport vans, prisoner meals, health care, pharmacy service, out-of-county prisoners, training and building maintenance. Courthouse security, constable vehicles, radios, tablets and position classifications also appear in the record.
Health, elections and public services
The workshop accounting lists Public Health, Environmental Health, Veterans Services, the Fire Marshal, Emergency Management and Animal Control. It also records discussion of election staffing and early voting, park improvements, recycling equipment, bus service and information-technology expenses. The IT entry specifically identifies a proposed 21% decrease in operating expenses.
Several entries show the range between operating choices and capital requests. Animal Control’s section includes personnel, vehicle boxes and expanded hours; Recycling includes an excavator; and Parks includes improvements and projects. Roads, equipment and flood control
Road and Bridge requests included phones, radios, FirstNet phones, a multi-party-access technology application, consulting services and an excavator. The closing portion also indexed land acquisitions, flood control, tax-rate information and debt service.

The next record needed to measure the workshop’s effect is the adopted 2021 budget and the votes or schedules that show which requests received funding.
