A One-Line Agenda Became a Three-Hour Comal County Budget Sweep

The July 2019 workshop moved from payroll and courts through public safety, health, elections, roads and flood control before the court recessed.

Comal County’s July 11, 2019 budget workshop ran from 9:10 a.m. to 12:03 p.m., turning one agenda item into a department-by-department review.

The review touched county services residents use across courts, the jail, public health, elections, parks, roads and flood control. The six-page account supplies timestamps that show when each department or fund entered the discussion.

The posted agenda described one task: discuss the county’s 2020 budget requests. The notice placed the workshop at 9 a.m. in the Commissioners Courtroom at 100 Main Plaza in New Braunfels.

The minutes begin with County Judge Sherman Krause and Human Resources Director Jerri Hettinger addressing a proposed payroll-scale revision. The record then moves through four justice-of-the-peace offices, two county courts at law, the district courts, district clerk, county clerk and auditor.

Administrative and public-safety entries follow. The minutes identify the tax office, treasurer, information technology, building maintenance, Sheriff’s Office, Department of Public Safety, vehicle maintenance and jail before reaching juvenile probation, public health, environmental health and the criminal district attorney.

After a recorded break, the review continued through veterans services, the fire marshal, emergency management, courthouse security and all four constable precincts. Purchasing, parks, administrative costs and elections also received separate timestamped entries in the workshop record.

The final stretch covered adult probation, recycling, contract services, animal control, transfers, Road and Bridge administration and maintenance, jury funds, land acquisition, flood control, debt service, indigent health and several records-preservation funds. That sequence shows the workshop reaching both daily operations and longer-term county obligations.

The recorded workshop span from 9:10 a.m. to 12:03 p.m. was two hours and 53 minutes. The minutes conclude with Krause placing the court in recess after the department and fund review.

How later workshops compare
