New Comal County residents have 30 days after moving to Texas to register their vehicle at a county tax office.
Start with the Texas Department of Motor Vehicles’ new-resident instructions, then bring the required paperwork to a Comal County tax office. The state says the registration visit is where you obtain Texas plates and a registration sticker.

You have 30 days from the time you move here to register your vehicle in the state.

The first visit is different from a routine renewal at a grocery store. Comal County lists participating H-E-B and Brookshire Brothers stores for renewals when residents have a renewal notice and proof of insurance. For a vehicle you are registering after a move, use a county tax office and prepare Form 130-U, proof of ownership and an insurance card.
What to bring
TxDMV says first-time registrants must complete the Application for Texas Title and/or Registration, Form 130-U, even if they do not choose to title the vehicle in Texas. Its examples of ownership proof are an out-of-state registration or title. Bring the insurance card for the vehicle. Texas requires liability coverage of at least $30,000 per injured person, $60,000 per accident for injuries and $25,000 for property damage.

TxDMV says a Texas title is optional for a new resident, but Form 130-U is still required for first-time registration.
Check the inspection rule for your vehicle
Comal County is absent from TxDMV’s list of counties requiring an emissions inspection before registration. For a noncommercial vehicle registered in Comal County, the state’s new-resident instructions call for an Inspection Replacement Fee at registration; they do not direct the driver to obtain an emissions inspection here. Commercial vehicles must continue to pass a safety inspection, and the state portion of that inspection fee is due at registration. TxDMV lists an emissions inspection fee only where emissions testing applies.
An older Comal County FAQ says every vehicle must be inspected before registration. Use TxDMV’s current new-resident page for the inspection rule; the FAQ’s blanket wording does not distinguish today’s noncommercial, commercial and emissions requirements.
Plan for fees, then choose an office
TxDMV lists a $50.75 base registration fee plus $1 for TexasSure and other state initiatives, making the stated state registration portion $51.75. Counties may add fees. A new resident also owes a sales-tax-related charge that TxDMV describes as either $90 or the difference between tax paid in the previous state and Texas sales tax. Inspection-related charges depend on the vehicle and applicable rule. Those parts do not establish one reliable total for every resident; ask the tax office what applies to your vehicle.
