For Fair Oaks Ranch residents and business owners, the proposal would fund a process meant to set project priorities and implementation criteria; it would raise the district's professional-services budget from $35,500 to $60,500 and lower its projected ending fund balance from $5,077,363 to $5,052,363.
The district adopted its fiscal 2027 budget before it settled on an approach to strategic planning, leaving the work to a later budget amendment. That budget projected $737,800 in revenue, including $592,800 in local sales-tax revenue, and $69,771 in expenditures before this proposal.
The preliminary scope from The Mejorando Group assigns 25 consulting hours and two full workshop days. It calls for a kickoff workshop, a draft strategic plan with priorities, goals, objectives and project criteria, then a second facilitated board review.
The packet's possible timeline begins with a September decision, moves through interviews and workshops in October and November, puts draft-plan development in December and January, and places board review and possible adoption in February or March.
The board has choices beyond that preliminary scope. The packet lists full-day weekday or Saturday sessions, shorter evening meetings, competitive procurement and staff facilitation as alternatives, so the Sept. 9 workshop can change the approach before a services agreement returns.
A separate action item would replace the district's agreement for city support. The proposed pact expands procurement, planning, engineering, public works, meeting, communications and insurance support and would take effect only after both governing bodies approve it.
The city-services proposal would increase the district's annual fee from $30,150 to $32,500 for fiscal 2027. Future rates would be set through the city's annual budget process and incorporated into the district's budget without requiring a yearly contract amendment.
