Council is also scheduled to consider a possible transfer of a wastewater service area to San Antonio Water System and an application to the Public Utility Commission concerning the service certificate. A service-area change would determine which utility is authorized to serve the affected territory.
City spending and appraisal districts
A first reading of an amendment to the fiscal 2025–26 budget would raise appropriations in the Debt Service and Utility funds. Appropriations authorize spending within a budget. Council may discuss, change or advance the measure at this reading.
The council has two separate appraisal-district matters: votes for the Kendall Appraisal District board and a Comal Appraisal District office expansion proposal. The former concerns representation on an appraisal-district governing board; the latter concerns a facility proposal. The official agenda identifies both matters.
Facilities, roads and other business
A Facilities Master Plan workshop will examine strategic options for city buildings. A separate workshop will examine options for the Dietz Elkhorn Road and Chartwell intersection. Readers interested in the intersection can watch for any direction to staff and for a later design, funding or approval item.
The remaining public agenda includes an Arbor Day proclamation, consideration of the Oct. 15 meeting minutes, mayor and council announcements, city manager announcements, and requests for future agenda items. The council also has roll call and the pledge.
The agenda notices closed consultations on a Bexar County Emergency Services District No. 4 emergency-response agreement and on a drainage easement. It also allows for possible action after council reconvenes.
Attend or follow the meeting
The Fair Oaks Ranch City Council meeting is scheduled for Thursday, Nov. 5, 2026, at 6:30 p.m. in the Public Safety Training Room at the Police Station, 7286 Dietz Elkhorn Road. The agenda provides a livestream route at the city’s FOR TX-TV YouTube channel. It directs people wishing to speak to sign up on the foyer roster and lists a five-minute speaking limit. For accessibility assistance, it asks residents to contact the city secretary at (210) 698-0900 at least 48 hours before the meeting.
Council is scheduled to hear citizens during its citizens-to-be-heard period. People interested in a particular proposal can use the posted agenda to identify its item number and the packet to inspect the available supporting material. After Nov. 5, the motion, vote or direction recorded for each item will establish what actually changed. The official meeting agenda lists the order of business and participation instructions.
