A proposed pipeline easement could change how Comal ISD uses district-owned land in Bexar County. Trustees have yet to decide whether to grant it.

Comal ISD trustees are scheduled to consider granting Outer Loop Utility LLC a permanent 50-foot-wide pipeline easement and temporary construction areas across district-owned property in Bexar County. The proposal appears as item 6.H on the board’s Oct. 22 consent agenda.

The proposal concerns district-owned land and its future use, making the trustees’ Oct. 22 decision consequential for the public property Comal ISD holds. The district’s action sheet says administrators and legal counsel worked with the utility on provisions addressing district operations, future use of the property, restoration and pipeline safety. It describes those subjects but does not reproduce the agreement’s detailed terms.

The superintendent recommends that trustees approve the resolution. The action sheet lists the fiscal-impact amount as “N/A” and leaves its motion and result fields blank. That field does not establish what compensation, if any, a final agreement would provide.

Trustees are scheduled to meet at 7 p.m. Oct. 22. Residents can inspect item 6.H on the board agenda for the proposed action and check the subsequent official minutes to see what trustees decide. The agreement’s detailed land-use and compensation terms remain the key documents to examine as the decision proceeds.
