ESD 6 to weigh renewal of three-district agreement Nov. 9

Residents can comment before ESD 6 considers renewing a three-district agreement that ends Dec. 31. The Nov. 9 meeting is at 23600 FM 3009, San Antonio; station access and construction are also on the agenda.

Comal County Emergency Services District No. 6 will consider renewing an interlocal agreement with ESDs 2 and 3 at its Nov. 9 board meeting.

Residents may speak for up to three minutes before the board takes up the proposed interlocal renewal. The posted Nov. 9 agenda calls for review, discussion and possible action; it does not record a decision.

The posted Nov. 9 agenda places renewal of a three-district agreement before the ESD 6 board.

The current interlocal agreement among ESDs 2, 3 and 6 ends Dec. 31, 2026. The board's Nov. 9 agenda allows review, discussion and action on renewal of the agreement. That makes this a decision point for the districts' continuing arrangement, although the posted notice alone does not establish what a renewed agreement would require of each district.

Three-district agreement

The proposed renewal is the meeting's clearest districtwide choice. An interlocal agreement is an arrangement between public bodies; here, the named parties are three Comal County emergency services districts. The expiration date gives the board a near-term reason to take up renewal. The agenda identifies the action under consideration, while the agreement itself and any proposed revisions would be the records needed to assess effects on service, staffing or costs. Residents seeking those details can use the official agenda to identify the renewal item when asking the district for the agreement.

The board could discuss the proposal and take action at the meeting. The posted agenda authorizes consideration; it is not evidence that the districts have agreed to new terms. The decision record after Nov. 9 will be the point at which readers can distinguish an approved renewal from a deferral or another outcome.

Station access and construction

The board may consider gating the rear side-entrance driveways at Bracken Volunteer Fire Department Central Station. This is a proposed change at the station named as the meeting location, and the agenda leaves the practical access question for board discussion. For residents and responders, the useful follow-up is what access would change, why, and whether the board authorizes any installation.

ESD 6 may also act on construction of the Waechter Sub-Station. The agenda describes possible action without specifying a construction decision in its item title. A resulting motion, contract or project document would establish the next step more precisely. The board will hear a Bracken Volunteer Fire Department activity report and an update from that department's board, as well as Schertz EMS activity. Those reports provide service context for the meeting; their presence on the agenda does not by itself establish a change in operations.

Counsel, finances and routine business

Carlton Law Firm is scheduled to present and discuss a possible general counsel engagement with the board. The agenda frames that as a presentation and discussion, so any eventual hiring decision would need an outcome record. The board will also receive a treasurer's report and take up bills. Readers following district spending can watch for the amounts and any approvals in the meeting's subsequent records.

The remaining business includes draft minutes from Oct. 21, setting the next meeting, and opening and closing procedures. Draft minutes are before the board for consideration; the agenda does not establish that the board has approved them. Taken together, the posted items give residents several points to watch: the interlocal renewal, station driveway access, sub-station construction and the possible counsel engagement.

How to participate and what to check next

The ESD 6 board is scheduled to meet at 10 a.m. Nov. 9 at Bracken Volunteer Fire Department Central Station, 23600 FM 3009, San Antonio. The agenda provides a general public-comment period for nonagenda matters and allows a three-minute comment before each posted item is discussed. Anyone who wants to address the proposed renewal or a station item can use the named item in the meeting notice to prepare a focused comment.

The next verification point is the board's Nov. 9 action record: whether it renews the agreement, changes or postpones the proposal, and what it does on the station items. The official meeting agenda identifies the subjects and participation rules; subsequent minutes or other board records will establish any decisions.
