Comal County's Order 574 authorizes up to $180 million in Series 2026 certificates of obligation for jail work and associated costs.

Countywide property taxes are pledged for repayment, making the eventual debt terms consequential for taxpayers. The Sept. 17 county order establishes the borrowing authority and delegates the final sale terms to an Approval Certificate.

What the authorization covers

The order permits proceeds to pay for County Jail work, associated property and equipment, and professional and financing services. Its $180 million figure is a ceiling on authorized principal, not a statement that the county sold that amount. The actual principal and repayment schedule will be set through the delegated sale process.

The authorized certificates are payable from countywide ad valorem taxes and pledged Solid Waste Management System revenues. The order caps the net effective true interest rate at 6% and the final maturity at Feb. 1, 2058. Those limits describe what a sale may do; they are not the interest rate or maturity schedule of a completed transaction.

The terms taxpayers still need

Order 574 delegates final principal amounts, maturities and interest rates to authorized officials through an Approval Certificate. Interest payment dates are set for February and August, beginning Aug. 1, 2027. A final debt-service schedule, when documented, will show the payment amounts over the life of the certificates and allow taxpayers to judge the borrowing cost against the authorization ceiling.

The county also posted a separate notice concerning a proposed $25.575 million Water Quality Protection Lands issue for Nov. 19, 2026. That proposed amount is not part of the jail certificate ceiling in Order 574; readers comparing county borrowing plans can inspect the separate notice alongside the jail order.

The next document to check is the executed Approval Certificate or an official statement for the Series 2026 jail certificates. It should establish the amount actually sold, the interest rates and the debt-service schedule under the authority granted in Order 574.
