Bulverde’s $10.3 Million Budget Gets a Sept. 8 Hearing

The proposal includes a higher property-tax rate, employee raises and a Sept. 22 target for final adoption.

Bulverde’s proposed fiscal 2027 general-fund budget calls for $10.3 million in spending, while a Sept. 8 public hearing precedes anticipated adoption on Sept. 22. The Sept. 8 agenda packet sets the hearings for 6:30 p.m. at City Hall, 30360 Cougar Bend.

The city’s example puts the annual city tax on a median-value homestead at $1,605, up $247 from the prior-year example, or about $20.58 more a month. The comparison combines a proposed rate increase from $0.259798 to $0.295343 per $100 of taxable value with an increase in the example home’s value from $522,710 to $543,481. Comal.News previously examined the proposed tax rate and its per-$100,000 effect.

The proposal lists $10.60 million in general-fund revenue against $10.33 million in expenditures. Its overview assigns 28% of spending to public safety, 13% to professional services and 10% to nondepartmental costs. It also proposes a 3% cost-of-living adjustment and a 2% merit raise for employees.

Tuesday’s council agenda provides separate hearings on the budget and tax rate. Those hearings do not adopt either measure. The council is also scheduled to set an adoption date, with staff recommending Sept. 22. People who want to address a posted item must register to speak before it is considered; the agenda limits each presentation to three minutes.

The decision point comes after the hearings: the council can amend the proposal before its final vote. The packet’s budget presentation lets residents inspect the revenue mix, department shares, employee-pay proposal and city tax examples before speaking or following the Sept. 22 action.
