After a public hearing, the council adopted Ordinance 26-S-019.
The permit allows major automobile repair and service on a 1.19-acre Guadalupe County site roughly 1,200 feet southeast of FM 3009 and Borgfeld Road. The Oct. 13 council recording establishes the adoption; the council packet describes the property and the permit’s scope.
What the permit covers
The site was undeveloped when the city reviewed the request. The staff material describes a proposed Express Oil Change operation offering services including oil changes, brakes, batteries, alignments, inspections and tire repair. That description identifies the proposal reviewed by the city; it does not establish that a business has opened at the site.
The ordinance excludes towing with vehicle storage; collision, body, frame and fender repair; vehicle customization or painting; vehicle steam cleaning; insurance estimates with vehicle storage; and undercoating or rustproofing. These limits define what the specific use permit authorizes for the site.
