Drivers using Randolph Air Force Base’s south gate are next in line for a road redesign after Schertz approved more design authority to address utility conflicts and possible additions.

Schertz City Council approved Resolution 26-R-120, a final-design task order amendment for Lower Seguin Road. The Oct. 20 action expands Halff Associates’ design authority; the city’s official item memo explains the revised amount and project scope.

The original design authorization, approved Feb. 18, 2025, was capped at $2.7 million. The amended task order raises that ceiling to $3.5 million by transferring project budget from construction to professional services, according to the city’s item memo. A higher authorization sets a spending limit for design work; it is not a construction contract.

Why the design work expanded

The city identifies reconstruction of Lower Seguin Road and improved access to Randolph Air Force Base’s south gate as the project’s main objective. For drivers who use that entrance, the amendment funds more work on the design that must precede a construction bid.

The memo describes potential water-line and CRWA transmission-main easement or relocation issues, a possible conflict with runway landing lights, and coordination of a sewer extension. Staff characterized the higher design ceiling as funding for a worst-case scope and said unused design money would return to the project’s construction budget.

The amended design budget lists $67,054.46 in remaining design contingency. The earlier authorization listed $143,469.46 in contingency; those figures describe allowances within the respective design authorizations, not the price of building the road.

What to watch in the bid package

Staff also proposes additive bid alternates for ponding relief and burying overhead utilities after unsuccessful grant applications. Those alternates are options for a future bid, rather than improvements included in the Oct. 20 design approval.

The next public record to watch is the finished construction bid package and any later construction award. Those documents should show how utility conflicts were resolved, which alternates the city seeks to build, and the proposed construction cost and schedule. Readers can inspect the city’s item memo for the design scope and budget transfer.
