Item 1: Council approved Resolution 26-R-119, a task order amendment with Half Associates for the Lookout Road reconstruction project.

The verified Oct. 20 outcome records a 7-0 vote. The action advances design changes for an intersection used by drivers and for a sewer line intended to accommodate future flows; it is a design-contract decision, with bidding still ahead.

The design contract’s ceiling rises from $571,000 to $600,000, a $29,000 increase. The city’s item memo says the money moves from construction to professional services within the project budget and remains below the Schertz Economic Development Corp.’s $771,000 design authorization. Those figures describe design spending authority; the council action does not itself award a construction contract.

What the redesign changes

The revised design shifts the Schertz Parkway alignment at Lookout Road and enlarges part of the proposed sewer main. According to the item memo, the alignment change is intended to avoid right-of-way, site and signage effects at Blue Bonnet Palace in Selma. The sewer change addresses anticipated future flows on the western portion of the proposed line. The memo also calls for a grade adjustment and extends the replacement west beyond its earlier limits.

For drivers, the design work concerns the shape of the Schertz Parkway intersection; for sewer customers, it concerns capacity planned for future demand. The memo describes stronger pavement and a traffic signal as aims of the broader Lookout Road reconstruction. This amendment pays for additional design work toward that project, rather than construction of those features.

Funding and the next record

The earlier design ceiling was $571,000. The item memo says some of an existing $23,125 design contingency had been used and anticipates roughly $35,000 in additional design work. It describes the shift as a transfer between project categories, with unused design money planned to return after bids establish a construction cost.

City staff expects the revised plans and bid package to be completed before construction bids are sought. The bid documents and a later construction-contract decision will show the final alignment, sewer specifications, price and schedule. Readers can inspect the city’s Lookout Road item information for the authorized design scope while awaiting those records.
