New Braunfels river fee and Last Public Exit proposals face Oct. 22 review

Nonresident river users could pay more, and kayakers and paddleboarders could gain access to the Last Public Exit; advisers review both proposals Thursday.

New Braunfels river advisers will review staff proposals to raise the river management fee in phases and allow vessels at the Last Public Exit. The proposals could change what nonresident river users pay and where kayakers and paddleboarders can leave the river.

Both subjects are listed for the committee’s Oct. 22 meeting in the posted agenda. The River Advisory Committee is scheduled to meet Thursday, Oct. 22, 2026, at 4 p.m. in the Tejas Room at New Braunfels City Hall, 550 Landa St. The River Advisory Committee is scheduled to discuss the fee and vessel-access proposals on Oct. 22. The agenda presents those matters for discussion and consideration; this advance guide does not report an Oct. 22 decision.

The staff item proposes changing the access rule; the committee is scheduled to review it Oct. 22.

The fee proposal

The current river management fee is $2 per nonresident on weekends and holidays from Memorial Day through Labor Day. Staff recommends a phased increase in the river management fee. Those are the existing charge and the proposed direction, respectively; the item record does not establish a new fee in force. The fee item is the primary record for checking the staff proposal before the meeting.

The city’s fee record says residents can obtain a free three-year river pass. The same record says fee revenue goes to the River Activities Fund. Staff identifies more than $5.6 million in unfunded river projects as context for its recommendation. That figure describes projects identified by staff; it is neither a proposed fee increase nor an amount the committee is being asked to approve Thursday. The practical question for nonresident visitors is what rate and timetable, if any, the city ultimately adopts.

A prior committee discussion included possible $3, $4 and $5 fees for 2027 after a 2026 increase was postponed. That earlier discussion is background, not an Oct. 22 outcome. The current staff item repeats $3 in its alternatives, so readers should wait for a clarified proposal before treating any particular set of options as the committee’s final choice.

The Last Public Exit proposal

Under the existing Section 86-16 rule described by staff, vessels are barred from the Last Public Exit near Garden and Union on weekends and holidays from May 1 through Oct. 1. Staff recommends amending Section 86-16 to allow vessel access to the Last Public Exit. Its item record cites requests from kayakers and paddleboarders, whose options for leaving the river would change if an amendment were later adopted. The vessel-access item sets out the proposed change; it does not enact it.

The two proposals address different parts of a river trip. One concerns the charge collected from nonresident users during the stated season; the other concerns whether people using vessels may reach a particular public exit during the restriction period. A committee recommendation would be a next step to document, rather than proof that either rule has changed.

Season review, records and participation

Staff plans to present a 2026 end-of-season river report. The scheduled presentation gives the committee a chance to review the season alongside the two proposed changes. The agenda also provides for call to order, roll call, future agenda items and adjournment.

The minutes item is labeled as November 17, 2026, while its attached draft minutes are dated September 17, 2026. Because Nov. 17 falls after this meeting, the label and attachment should be reconciled before readers treat the item as approval of a particular meeting’s minutes. The attached Sept. 17 draft minutes record no citizens’ communication at that earlier meeting; that statement describes Sept. 17 only.

The posted agenda includes a citizens’ communications period for nonagenda concerns. Residents who want to follow the discussion can use the meeting time and location above and inspect the agenda packet, which places the listed items together. Any public comments, committee direction or subsequent action on these proposals will have to be established from records made after Thursday’s meeting.

What to watch next

The next verification point is the Oct. 22 meeting record: whether the committee recommends a fee schedule or an access amendment, asks for revisions, or leaves either proposal pending. Readers can compare that record with the posted agenda and the two staff items to see exactly what changed before any later public decision.
