New Braunfels Weighs Three Paths for Parking on Unimproved Ground

Cost and fine concerns entered the discussion as council weighed possible rules for New Braunfels property owners.

Council discussed complaint data and asked staff to consider options for allowing, prohibiting, or conditionally permitting parking on unimproved surfaces. The Sept. 30 workshop sent staff back to develop the alternatives described in the official meeting recording.

New Braunfels property owners could be required to use approved parking surfaces if council later adopts the staff proposal. That would make the cost of a qualifying surface, and any exception, important parts of the next draft.

Speakers raised concerns about the cost of requiring residents to add approved parking surfaces and the possibility of fines. Those concerns became part of the council discussion about how a new rule would work for current parking areas.

What would change

City staff currently use code sections 82-11 and 144-5.1 to address parking on unimproved surfaces. The city’s item file says those provisions lack definitions and standards tailored to the issue, especially in residential areas. Staff wants clearer rules that residents and enforcement workers can apply.

Staff proposed clearer rules for parking surfaces, including possible use of pavers or bordered gravel, and restrictions on parking vehicles on vacant lots. The materials question matters because gravel, pavers and other approved surfaces could impose different costs on a household that now parks on bare ground.

The same workshop item also covered a sidewalk escrow option and drainage plans for certain home building permits. The earlier Comal.News report described that broader proposal before the workshop; this follow-up concerns the parking discussion and the choices council asked staff to examine.

The next draft

City staff may bring code amendments back for approval based on council direction. Residents can inspect item 26-1060 for the staff proposal and watch the Sept. 30 recording for the discussion. A future ordinance draft and meeting agenda would show which parking option staff recommends and what a compliance path would require.
