New Braunfels residents and emergency crews could gain an on-call debris cleanup system under four proposed agreements, with work authorized only after a declared disaster exceeds city staff capacity.
The proposed contracts would give every New Braunfels council district an on-call path to clear hazardous debris and reopen critical routes after a disaster overwhelms city staff.
The city staff report recommends Thompson Consulting Services as the primary monitoring contractor, with Metric Consulting as the second selection. It recommends TFR Enterprises as the primary debris-removal contractor, backed by Garner Environmental Services. The city received four monitoring proposals and nine removal proposals.
Monitoring would be billed by staff role and hours worked; removal pricing would depend on debris type and cleanup process. The report says the agreements would carry no immediate fiscal impact because spending would begin only after the city issues a statement of work. The proposed terms run from award through Sept. 30, 2030.
