New Braunfels is considering up to $245,635 across two Conrads Lane proposals: $150,000 for property interests and as much as $95,635 for acquisition services.
The two spending requests are separate consent items, so the combined figure is a ceiling calculated from the city's two proposals, not an approved cost. One item would authorize the city manager to execute the needed conveyance documents; the other would pay Cobb, Fendley & Associates for professional and appraisal-related work.
A bond project enters the land-acquisition stage
The project is part of Proposition A in the 2023 bond program and would improve the two-lane road, intersections, drainage, a shared-use path and the Goodwin Lane intersection between Goodwin Lane and the Union Pacific tracks.
The proposal would move land acquisition toward about 13 parcels in Council District 4 along Conrads Lane between Goodwin Lane and the Union Pacific tracks.
The property budget would cover right-of-way, easements and damage to improvements such as fencing or landscaping affected by an acquisition. The consultant item would cover acquisition services and pass-through appraisal expenses under an on-call contract the city issued in January 2024.
City staff says the property-interest money is available from 2023 bond funds and roadway impact fees, while the consultant work is budgeted in the 2023 Bond Fund.
What happens next
City Council is scheduled to consider the proposal Sept. 28; if it approves the spending authority, appraisals would set fair-market values before offers go to property owners.
