Proposed NBISD bond order would fund debt payments through annual tax

District taxpayers face a proposed bond order with a debt-service tax, while families can attend a hearing on the district’s financial accountability rating.

New Braunfels ISD trustees are scheduled to consider a school-building and/or refunding-bond order at their Oct. 19 meeting.

The proposed order calls for an annual ad valorem tax to pay debt service on the bonds. For district taxpayers, the important distinction is that these are proposed terms on the posted agenda; the agenda does not establish an approved bond sale or tax levy.

From the source record

The posted NBISD agenda schedules a regular meeting and public hearing for Oct. 19.

The board meeting and public hearing are scheduled for Monday, Oct. 19, 2026, at 6 p.m. The agenda includes an open forum before the hearing and later business. Residents planning to attend can inspect the district’s meeting notice for the location and participation details.

Bond proposal and financial accountability hearing

Item 10.A asks trustees to consider an unlimited-tax school-building and/or refunding-bond order, an annual debt-service tax, and authority to complete sale documents. The order would set a path for district borrowing if adopted. The retained agenda research does not verify a bond amount or final sale terms, so the public consequence that can be stated now is the proposed debt-service tax mechanism, rather than a dollar cost to a household.

The agenda also schedules a public hearing on the district's 2025-26 FIRST ratings. FIRST is the financial accountability subject named for item 6; the agenda listing alone does not supply the rating or the contents of the presentation. Residents interested in the district’s finances can use the posted agenda to find the hearing item and the board’s public-meeting information.

Contracts, student services and campus plans

Trustees are also scheduled to consider amendment 7 to a Huckabee architectural contract under item 5.A. The consent section, items 7.A through 7.F, lists a class-size waiver, an at-risk manual, an outside-employment exception, a governance handbook and minutes from Sept. 14 and 15. Listing those matters for consent does not establish that trustees have approved them.

The board’s reports, items 8.A through 8.E, cover a facilities assessment, the second pillar of Future Focused 2030, emergent bilingual education, sustainability and a budget workshop. Discussion items 9.A through 9.D address support plans for Voss Farms and Memorial, campus and district performance objectives, high-school weight-room equipment and a school resource officer interlocal agreement. These entries describe subjects for reports or discussion, not decisions already made.

Later proposed action items, 10.B through 10.F, cover a remote-homebound resolution, a McKenna award, an addendum to a Head Start partnership, furniture and equipment vendor recommendations, and the first general-fund budget amendment. The agenda also carries a closed-session notice; that notice does not disclose what trustees will discuss privately or establish any subsequent public action.

What to watch next

The board lists a Nov. 2 workshop and a Nov. 9 regular meeting as its next scheduled gatherings. The next useful public record for the Oct. 19 proposals will be the board’s action record or minutes, which can establish whether trustees adopted, changed or deferred the bond order and the other action items. Readers can check the district’s Oct. 19 agenda to identify each item before comparing it with that later record.
