What changes for NBISD students when spending stays flat?

NBISD proposes changing six spending lines without raising its $114.68 million general fund total. The question for students and families is which campus expenses those lines will cover.

New Braunfels ISD proposes to keep its 2026-27 general fund spending at $114,680,053 while moving appropriations among six budget functions. For NBISD students and families, the proposal would put less budget authority in instruction and counseling functions and more in curriculum and leadership functions.

Before the amendment, the district’s listed general fund revenue and spending were each $114,680,053. The amendment table keeps both totals at that amount and records a $0 change to each total. A flat total can still contain shifts worth examining: the question is where the district proposes to spend the money.

From the source record

Proposed increases in NBISD General Fund Budget Amendment #1.Total proposed general fund spending remains $114,680,053.

What changes

The six affected lines are accounting functions. They identify the kind of spending authority that would move; they do not, on their own, describe a change to a particular class or campus service. The largest proposed increase is $18,575 for instructional leadership. The largest proposed decrease is $14,805 from general administration.

NBISD’s proposed 2026-27 general fund function changes in Budget Amendment #1
FunctionBeforeChangeProposed after
11 Instruction$61,579,014−$9,998$61,569,016
13 Curriculum & Staff Development$3,437,327+$14,652$3,451,979
21 Instructional Leadership$1,413,778+$18,575$1,432,353
23 School Leadership$6,988,739+$5,286$6,994,025
31 Guidance & Counseling$4,332,883−$13,710$4,319,173
41 General Administration$5,404,205−$14,805$5,389,400

Amounts and function labels come from the proposed amendment. A change in a function line is not itself a documented staffing or service change.

Who pays and who benefits

The amendment describes its purpose as Curriculum & Instruction expenses across multiple campuses and one department. It changes the proposed allocation within the general fund; its $0 change to total spending is not a calculation of any household’s taxes. For families trying to judge its effect, the useful next step is to connect the function amounts to the specific expenses at those campuses and the department.

Two student-facing lines would shrink. Instruction would fall by $9,998 in the proposal, and guidance and counseling by $13,710. The table establishes those proposed appropriations. Campus expense detail would show what the district intends to pay from each line after the transfer.

What to watch next

Trustees are scheduled to consider General Fund Budget Amendment #1 on Oct. 19. The board’s meeting agenda places it under item 10.F; the proposed figures should be read as proposed until an outcome record establishes the board’s action.

The June 15 board agenda scheduled consideration of the original 2026-27 budget, providing a point in the budget calendar before this proposed amendment. The next records to inspect are the Oct. 19 minutes or verified outcome and the campus and department detail behind the six transfers. Readers can check the proposed amounts in Budget Amendment #1 while waiting for that decision record.
