Fair Oaks Ranch development district to take up planning agreement Oct. 13

Fair Oaks Ranch residents could see their development district commit money to strategic planning if the board approves a proposed agreement Oct. 13.

The Fair Oaks Ranch Municipal Development District board is scheduled to consider a strategic-planning agreement with Mejorando Group on Oct. 13. The posted agenda gives residents a decision to watch, while the available packet pages document the board’s earlier cost limit rather than the terms of the agreement now proposed.

The board meets at 4 p.m. Tuesday, Oct. 13, in the Public Safety Training Room at the Police Station, 7286 Dietz Elkhorn Road. The agenda allows five minutes per speaker during its citizen forum and asks speakers to sign the roster. It lists (210) 698-0900 for accessibility arrangements requested at least 48 hours in advance.

Planning agreement follows September direction

At its Sept. 9 meeting, the board approved a $25,000 strategic-planning budget amendment, subject to City Council approval, by a 4-0 vote. Those minutes, reproduced in the Oct. 13 packet, describe a budget step at the earlier meeting; they do not establish approval of the agreement listed for Oct. 13.

The board’s earlier direction called for a revised proposal for two half-day facilitated sessions costing no more than $20,000 including travel. That limit describes what the board asked staff to obtain in September. Residents looking to assess the proposed expenditure still need the agreement’s actual price and scope when the board takes it up.

Financial report and policy changes

The district’s preliminary, unaudited fiscal 2025-26 report lists $719,242 in revenue, $42,028 in spending and a $4,440,348 ending fund balance. It lists no grant awards against a $25,000 grant budget. These are year-end figures presented for the board’s review, not a newly approved spending plan.

The board is also scheduled to review amendments to its financial and investment policies. The delivered staff pages describe proposed purchasing authority of up to $2,000 for the board president, a two-year financial-policy review cycle and an annual investment-policy review. The proposed policy action remains open until the board acts.

Other business and what to watch

The posted agenda also calls for consideration of the July 8 and Sept. 9 minutes, an officer election and a 2027 meeting schedule. It includes the citizen forum and routine opening business. The board is scheduled to take up the agreement, policy changes and 2027 calendar on Oct. 13.
