A state law taking effect Sept. 1 prompted Fair Oaks Ranch staff to propose allowing HUD-code manufactured homes by right in the Rural Residential district.
Rural Residential property owners would gain a by-right option to place a qualifying HUD-code manufactured home on their land if City Council adopts the amendment.
The current land-use table conditionally permits manufactured homes only in the Logistics district. The proposed table would add a permitted designation in Rural Residential, moving the housing type into a residential zoning district without requiring the conditional-use status shown in the existing table.
The packet says Senate Bill 785 requires cities with zoning to allow HUD-code manufactured homes by right in at least one residential district. Staff also proposed revising the city’s manufactured-home definition to incorporate deed-restriction exceptions described in the legislation.
The manufactured-home provision entered the Aug. 13 Planning and Zoning Commission meeting as part of a broader development-code package covering outdoor lighting, data centers, religious institutions, political signs and previously reported hemp and kratom restrictions. The agenda authorized the commission to consider a recommendation rather than enact the code itself.
The packet lists a City Council public hearing and first ordinance reading for Sept. 3, followed by a second reading Sept. 17. Those council actions would determine whether the Rural Residential provision becomes part of the city’s development code.
