Comal County approves three patrol SUVs and sports park improvements

The Sept. 24 decisions direct money to patrol vehicles and youth sports facilities, while tennis courts at Jumbo Evans Sports Park await another attempt.

Comal County commissioners approved three patrol SUVs and directed work at two youth sports parks on Sept. 24.

The vehicle decision identifies $70,000 in sheriff’s forfeiture money and $240,000 in federal asset-sharing money; a separate $206,000 budget transfer moved money from hourly personnel to capital for patrol SUVs. Those figures describe different actions and should not be added into a single purchase price. Residents may see the results in the sheriff’s fleet and at playing fields, although the reviewed outcomes do not establish delivery or construction dates.

Patrol vehicles and county spending

The court approved buying three patrol SUVs for the Sheriff's Office using $70,000 from the sheriff's miscellaneous forfeiture fund and $240,000 from the federal asset sharing fund. The court approved a $206,000 line item transfer from Sheriff's Office hourly personnel to capital for patrol SUVs, amended to buy three patrol SUVs instead of two. The agenda had described two vehicles for that transfer; the recorded motion changed the count to three. The reviewed decisions do not establish how the transfer and the two named funding sources reconcile in a final invoice.

The court approved claims for September 24, 2026: $367,997.36 in EFTs and $1,233,781.19 in regular claims, a total of $1,601,778.55. That was approval of the county’s claims for the date, not a newly announced program budget. The court approved the Treasurer's monthly report for August 2026, which showed year-to-date interest income of just over $5.1 million.

Sports parks: construction moves forward, tennis courts wait

The court approved construction of Bulverde Youth Soccer Association field lighting phase 2 and Canyon Lake Youth Football Field 1 bleacher replacement and shade structures, funded from property improvements with no budget amendment needed. The court accepted a $20,000 check donation from Bulverde Youth Soccer Association for soccer field lighting phase 2 at Jumbo Evans Sports Park. The court accepted a $5,725 check donation from Canyon Lake Hawks Youth Football for Field 1 bleacher replacement and shade structures at Hidden Valley Sports Park. Those are separate contributions to the projects, not the full documented cost of either improvement.

The court approved project agreements with Bulverde Youth Soccer Association for improvements at Jumbo Evans Sports Park and with Canyon Lake Youth Football for improvements at Hidden Valley Sports Park, and authorized the county judge to sign. For families using the parks, the decisions advance field lighting and spectator facilities; the reviewed outcomes give no completion schedule. The court rejected all bids for bid number 2026 4400 for tennis court construction at Jumbo Evans Sports Park because they exceeded the $385,000 budgeted, with plans to revisit the project next year. Reconsidering the courts next year remains a plan, not approval of a new contract.

Services, benefits and office transfers

The court approved an interlocal agreement with Kerr County to house Comal County inmates at the Kerr County Detention Center as a backup plan, and authorized the county judge to sign. The agreement provides a contingency for jail housing; the reviewed outcome does not say that a transfer of inmates occurred. The court approved the 2027 renewal of the Texas Association of Counties Silver Choice retiree healthcare program, which is fully paid by retirees and includes a 3% increase, and authorized the county judge to sign. The increase therefore matters to participating retirees, rather than representing a stated county-paid premium increase.

Three smaller transfers also passed. The court approved a line item transfer in the Treasurer's office from continuing education and travel to copier lease and maintenance to cover a copier cost increase for the rest of the year. The court approved an Emergency Management line item transfer from the CIVITA software subscription to office supplies, fuel, vehicles and equipment to outfit the new assistant coordinator and the emergency operations center. The court approved a line item transfer from administrative professional services to County Judge personnel costs, extending the temporary part-time budget administrator position by one month. Each changes how an existing office budget is allocated; the reviewed outcome summaries do not supply transfer amounts for these three items.
