Comal County to weigh backup transfer, road funds and development requests Oct. 22

A proposed $135,000 shift would change how the county budgets backup service costs; residents also have a Johnson Way hearing and several development requests to follow.

Comal County commissioners are scheduled to consider a $135,000 transfer from capital equipment to recurring contracts for cloud backup migration on Oct. 22.

The transfer form identifies capital equipment as the source account. For taxpayers, the proposed transfer would move money from a capital equipment line to recurring contracts for backup services. The proposal appears as item 21 in the official agenda.

The agenda schedules an Oct. 22, 2026, 8:30 a.m. Commissioners Court meeting in the Commissioners Courtroom at 100 Main Plaza in New Braunfels. The court has scheduled citizen comments, limited to three minutes per person, and staff reports. Residents who want to address the Johnson Way proposal can also follow its separately listed public hearing, item 5.

Backup services and county spending

Item 20 asks commissioners to consider Dell Apex backup services contracts. Item 21 separately proposes moving money from the IT capital equipment line to recurring contracts for migration of on-premises backups to cloud. The contracts and budget transfer are separate proposals; the transfer amount does not establish a total contract price.

Item 19 proposes an $88,040.54 change order for the mental-health facility using ARPA funding. That figure describes the proposed change order, not a newly verified total facility cost. Items 22 through 24 propose other line-item transfers for administrative costs, indigent inmate inpatient care, and road department construction, paving, overtime and equipment. Those are separate spending requests; the agenda does not combine them into the IT transfer.

Johnson Way and development requests

Item 5 schedules a public hearing on a Johnson Way improvement and assessment election. Residents affected by the proposed improvement can use the hearing to follow what the court considers before any later election step. The hearing notice is part of the posted meeting package, while the agenda identifies the public proceeding and its item number.

Items 6 through 12 cover the Woodlands and Ty's Place plats, an Estates at Mitchell Ranch construction-bond extension, a Veramendi bond release, the Mystic Shores plat, and surety extensions for Canyon Ranch Units 1 and 2. Each has its own listed request. People following a particular subdivision should check its item number rather than treating the development entries as one approval.

Health, policy and routine business

Item 13 presents the September treasurer report. Items 14 and 15 propose public-health emergency-preparedness contract amendments, and item 16 proposes an amendment to the Great Springs memorandum of understanding. These entries give residents separate financial, health-preparedness and intergovernmental matters to track when the court reaches them.

Item 17 addresses an outdoor burn prohibition, and item 18 proposes a HUB policy revision. The burn item could affect people planning outdoor burning; the policy item concerns how the county handles its HUB rules. The court may discuss and act on the posted proposals at the meeting.

The opening business lists claims as item 1, followed by Red Ribbon Week, Hill Country Night Sky Month and Head Start Awareness Month as items 2 through 4. These entries sit alongside the longer spending and land-use requests, but residents can find each by its printed agenda number. Item 25 gives notice of possible executive sessions.

How to follow the meeting

The next verification point is the Oct. 22 meeting record: it can establish which proposals were approved, changed, deferred or left without action. Before attending or following up, residents can inspect the official agenda for the item order and the IT transfer form for the proposed move. The Johnson Way hearing, citizen-comment period and three-minute limit are the clearest participation details in the retained agenda notes.
